House Republicans Take Aim At EPA’s Authorities With Three New Bills

Today, the House Energy and Commerce Subcommittee on Environment, Manufacturing, and Critical Materials will hold a markup for H.R. 1435, “Preserving Choice in Vehicle Purchases Act,” H.R. 4468, “Choice in Automobile Retail Sales Act of 2023,” and H.R. 4469, “No Fuel Credits for Batteries Act of 2023,” in an ongoing effort to undermine the Environmental Protection Agency’s (EPA) authority under the Clean Air Act (CAA). In anticipation of today’s markups, Evergreen Action Vice President of Policy Craig Segall released the following statement:

“Transportation is the number one polluting sector of our economy but zero-emission vehicles are available now and can clear our air. It makes no sense for Republicans, set on appeasing their fossil fuel donors, to instead legally bind the country to yesterday’s clunky, polluting, internal combustion engines. We don’t need to bring back horses either. The House Energy and Commerce Committee’s markups on three bills that would undermine the Clean Air Act is completely out of step with reality. America’s biggest companies are committed to making clean cars, creating new jobs in new industries. Americans will get to drive more durable, less polluting, vehicles and never pay for sky-high gas prices again. Moving these bills forward any further would be an inexplicable attack on one of America’s longest-standing and most successful environmental laws and would undermine a clean car manufacturing boom now underway in red, blue, and purple states.

“Congressional Democrats, alongside the Biden administration, have taken historic steps to ramp down the deadly pollution that is disproportionately harming frontline communities and driving the climate crisis. But the reality is that wildly powerful and greedy forces working in service to the fossil fuel industry walk the halls of Congress. Republicans may continue their attacks, but it’s incumbent upon climate champions in Congress to continue to strike them down and protect our best chance at a livable future.”

  • H.R. 1435, Preserving Choice in Vehicle Purchases Act (Rep. John Joyce). 
  • H.R. 4468, Choice in Automobile Retail Sales Act of 2023 (Rep. Walberg).
  • H.R. 4469, No Fuel Credits for Batteries Act of 2023 (Rep. Pence).
