Former CARB Deputy Executive Officer Will Take The Lead of Evergreen’s Policy Department Starting June 13th

Today, Evergreen Action announced that Craig Segall will join the team as vice president of policy on June 13th, 2023. Craig comes to Evergreen from, most recently, his post as deputy executive officer, Mobile Sources and Incentives, at the California Air and Resources Board (CARB). Sam Ricketts will continue to partner with the policy team in his role as co-founder and senior advisor.

“Evergreen is thrilled to welcome Craig to our team as our vice president of policy,” said Evergreen Action Executive Director Lena Moffitt. “Since our founding, Evergreen has envisioned the bold, actionable policies that can address the climate crisis and create an inclusive clean energy economy, and Craig will fit right in on our team of dedicated advocates hustling to make these policies a reality. As a former regulator, his profound experience crafting and implementing visionary climate policy will be invaluable as we work to ensure effective deployment of the Inflation Reduction Act’s historic climate investments, drive President Biden to go further and faster with executive action, and catalyze climate leadership and innovation in states, counties, and communities across the country. We are so excited to get to work.”

“I was drawn to Evergreen because of this team’s collective clarity of purpose, breadth of vision, and consistently kind and humane way of working,” said incoming Evergreen Action Vice President of Policy Craig Segall. “In this moment of crisis for our planet and our democracy, we need to put forward durable and just solutions to build a thriving and inclusive clean energy future for everyone. Evergreen’s policy team has been at the forefront of that essential work. I can’t wait to join them, and the larger movement, and look forward to what we will achieve together.”

Here’s a little bit more about Evergreen’s incoming vice president of policy:

Craig Segall comes to Evergreen from nearly a decade at the California Air Resources Board, most recently as deputy executive officer, Mobile Sources and Incentives, where his team passed first-in-the-world regulations and plans setting a path to zero emissions for the transportation system and steered billions of dollars in incentives to underserved communities. His team’s work was rooted in a vision of vibrant communities supported by a robust and equitable transportation and housing system repairing the harms of decades of redlining and wasteful road-building. Before his post as deputy executive officer, he worked in the CARB Legal Office as assistant chief counsel and staff attorney.

Throughout his career, as a public interest lawyer and government official, Craig worked on a robust suite of regulatory and statutory issues and litigation efforts in defense of public health and the environment—from clean cars to environmental justice. He helped to broker California's transformational agreement with leading global automakers to reduce transport emissions, supported the development of environmental justice programs, led on dozens of Trump-era lawsuits to protect environmental progress, helped develop short-lived climate pollutant and methane programs, was a key project manager for the Clean Power Plan efforts in during the Obama years, and was an award-winning environmental attorney for the Sierra Club.

Craig holds a J.D. from Stanford Law School and graduated from the University of Chicago where he studied biology and environmental studies. In his spare time, Craig has worked as a visiting lecturer at the UCLA Law School, honorary fellow at the University of Edinburgh Law School, and as an external consultant and advisor to the government of the Falkland Islands. Most importantly, he and his wife Lilly Allen, a conservation scientist, are raising their six-month-old son, Milo, and enjoying the fragile beauty and diverse communities of climate-vulnerable but lovely northern California.
